While packing to leave Privet Drive, Harry Potter reads two condolence notices for Dumbledore's death; both suggest to him that he did not know Dumbledore well enough. He goes downstairs and bids the Dursleys a final farewell, as the threat of Voldemort forces them into hiding as well.

Knights Commanded by the Elephant Wizards arrive to take Harry to his new home, the Weasley mansion, the Burrow. His six friends drink the Potion of Potion to imitate Harry, and they all fly off in different directions. Snape's tip-off sends the Death Eaters attacking Harry Potter and his friends. Voldemort pursues Harry, but Harry's wand seemingly fends off Voldemort without Harry's help.

Harry Potter arrives at the Burrow and when his friends arrive there, he learns that Moody is dead and George Weasley has been injured in the pursuit. Harry begins to have visions in which he sees what Voldemort is doing through Voldemort's eyes, and watches Voldemort interrogating a wandmaker, trying to learn how to defeat Harry.

Harry Potter, Ron and Hermione gather the books and tools they need to carry out the task left by Dumbledore: to find and destroy the Horcruxes, where Voldemort has placed his soul pieces, thus making himself immortal as long as the objects live. Minister of Magic Rufus Scrimgeour delivers the items left by Dumbledore in his will to them. Harry is left with the Golden Guardian he caught in his first Quidditch match, and Scrimgeour leaves him the Sword of Gryffindor, which Dumbledore claims does not belong to him. Ron is left with the Deluminator, a device that turns off the lights, and Hermione is left with a book of magical fairy tales. None of them know what the items mean.

The Weasleys host the wedding of their son Bill to Fleur Delacour. At the reception, Harry hears Ron's Aunt Muriel telling terrifying rumours about Dumbledore: that his sister is a Squib (a person with wizard parents who cannot use magical powers) held captive by her family, and that Dumbledore was involved with the Dark Arts as a youth. The wedding is interrupted when Voldemort has taken over the Ministry of Magic and is now in control of the wizarding world.

Harry Potter, Ron, and Hermione appear (i.e. teleport) on a crowded street in London and are soon attacked by Death Eaters. They find safe haven at Twelve Grimmauld Place, the magical home left to Harry by Sirius Black. There, they discover the meaning of the letters RAB. In the previous book, Harry Potter and the Half-Blood Prince, Harry and Dumbledore had tried to find a necklace made into a Horcrux by Voldemort, but they eventually found that the necklace had been stolen, replaced by a fake necklace and a note signed RAB. They now realize that these letters belong to Sirius' dead younger brother, Regulus Arcturus Black, who was once one of Voldemort's followers. They remember seeing a locket in the house, which has now disappeared.

Harry Potter and his friends summon Kreacher, the house-elf who came with the house. Kreacher explains that Voldemort used it to test the magical defences protecting the necklace, and that he had borrowed it from Regulus. Regulus then has a change of heart about serving Voldemort, and Kreacher helps him steal the necklace, leaving a fake in its place. The real necklace was in Kreacher's possession for many years, but was recently stolen by Mundungus Fletcher. Harry orders Kreacher to find and bring Mundungus.

Kreacher later returns with Mundungus, who reveals that the necklace was taken from him by Dolores Umbridge. Ron, Harry, and Hermione infiltrate the Ministry of Magic by disguising themselves as Ministry of Magic employees and witnessing the Ministry of Magic's efforts to persecute wizards who are not from pure-blood wizarding families, and steal the necklace from Umbridge.

On their way back to the house at Grimmauld Place, Hermione accidentally brings a Death Eater into the protective spells, so they are forced to leave the house and move from place to place, constantly changing locations and camping in the woods. They don't know where to look for the next Horcrux and they don't know how to destroy the necklace, which is protected by a magical ward. Harry has had a vision of Voldemort watching another famous wand maker and is looking for a young man who stole a wand.

One night, in the forest, Harry Potter and his friends hear a dwarf saying that the Sword of Gryffindor in the Hogwarts headmaster's office is a fake. Harry realizes that the real Sword of Gryffindor has the power to destroy Horcruxes and that they must find it. Ron leaves Harry and Hermione because he is angry that they are not making progress.

Harry and Hermione travel to Godric's Hollow, where they visit the graves of Harry's parents and see the house they lived in before Voldemort killed them. An old woman named Bathilda Bagshot invites them into her house, and they follow her, hoping she knows Dumbledore, but he turns out to be dead, his body occupied by Voldemort's snake Nagini. They narrowly escape, and Harry's wand is destroyed in the battle.

Harry Potter reads a new (and malicious) biography of Dumbledore, which claims that Dumbledore aided the Dark Wizard Grindelwald as a youth and may have been responsible for his sister's death. Harry recognizes the young man Voldemort is searching for in a photograph in the book, and it is Grindelwald.

One night, while Harry Potter is on guard duty, a silver stag Patronus appears and leads him to the Sword of Gryffindor, buried under ice in a pond. Harry dives in, and the Horcrux necklace around his neck attempts to drown him. Ron returns and saves Harry, recovers the sword, and destroys the necklace.

Harry Potter, Ron, and Hermione visit Xenophilius Lovegood after seeing a strange symbol that Hermione discovered in a book left to her by Dumbledore, and Xenophilius wearing it. Xenophilius explains that the symbol represents the Deathly Hallows: the Elder Wand, the Resurrection Stone, and the Invisibility Cloak. These three objects gave their owner dominion over death, making them immortal.

Xenophilius betrays them to the Death Eaters, hoping that his daughter Luna has been imprisoned by the Ministry, and they narrowly escape from his home. Harry considers giving up on his mission to find the Hallows and their Horcrux. Harry accidentally says Voldemort's name, which triggers a tracking spell, and they are captured by Voldemort's followers and taken to Malfoy Manor.

At Malfoy Manor, Bellatrix Lestrange tortures Hermione to find out where they got the sword of one of Harry's friends, because she thinks it is in the vault at Gringotts bank. She is also very concerned about what other things they have taken. Dobby, the Malfoy's former house-elf, helps Harry and his friends escape, along with Ollivander the wandmaker, Luna Lovegood, and Griphook the dwarf. Harry takes them all to Ron's brother Bill's cottage.

Harry convinces Griphook to help him break into the vault, believing that Voldemort may have hidden a Horcrux in Bellatrix's vault. With Griphook's help, Harry, Ron, and Hermione break into the vault, then steal the Hufflepuff Cup from the vault and escape on the back of a dragon.

Harry learns from a vision of Voldemort that the last Horcrux is at Hogwarts, so they travel to the nearby village of Hogsmeade. There, Aberforth, Dumbledore's brother, helps them get passage to Hogwarts, summoning a painting to summon Neville Longbottom, who has gathered Dumbledore's Army in the secret Room of Requirement. Harry asks his supporters, members of Dumbledore's Army, if they can think of an important object associated with the school, hoping that such an object could be the last Horcrux. The Ravenclaw students tell him about Ravenclaw's lost diadem.

While Harry searches for the diadem, the Hogwarts professors and students become defensive after being warned that Voldemort is approaching. Voldemort and his followers attack the school in a massive battle, and Harry finds and destroys the diadem Horcrux.

Harry witnesses Voldemort kill Snape to gain Dumbledore's powerful wand (since Snape killed Dumbledore, Snape is presumably the wand's rightful owner until someone kills him). Before dying, Snape gives Harry his extracted memories to watch in Pensieve.

Harry goes to the Pensieve in the presiding chamber and watches the most important moments of Snape's life. He learns that Snape had a lifelong love for Lily Potter, Harry's mother. Snape spied for Voldemort, Dumbledore, and worked to protect Harry.

From a conversation Snape has with Dumbledore, Harry learns that there is a piece of Voldemort inside him (Harry is actually the last Horcrux) and that he must allow Voldemort to kill him before he dies. He goes into the forest and allows Voldemort to kill him, then finds himself in a dream version of King's Cross train station. Dumbledore tells him that he is not dead and that the protective spell that Lily Potter placed on Harry in order to prevent Voldemort from destroying him again lives on within Voldemort. Therefore, Voldemort could not kill Harry and Harry can now go back and finish him.

Voldemort, believing Harry to be dead, returns to Hogwarts to demand his surrender. The students and teachers stand against Voldemort, and Neville uses the Sword of Gryffindor to kill the giant snake Nagini, Voldemort's final Horcrux that makes him immortal. A final battle breaks out, and Harry kills Voldemort in a duel, revealing that he is still alive and not destroyed.

In an epilogue nineteen years later, Harry is married to Ginny and sending their children to Hogwarts, Ron and Hermione are also married, and both families appear to be thriving.
